The CPLA annual Christmas party will be held on Friday, December 15th at the Buccinese Club in Altoona. Festivities begin at 6:00pm. Cost is $10/member or $20/couple (limit one guest per member). The evening will include food, door prizes, and entertainment. We request your RSVP and payment by December 7th.

The CPLA has planned a Night Out at the Curve for our spring outing.  The event will be held on May 20, 2017.  The cost is $10 for members and one guest, additional guest are $25 per person.  The evening will include a buffet and non-alcoholic beverages.

One of our members is involved with the Mountain Lion Backpack Program.  The Mountain Lion Backpack program offers weekend meals to families in need in the Altoona Area School District.  The meals are distributed through the schools.  They are holding a fundraiser event in October.  If you would like to participate, please contact Lisa Drazl at 814-934-1582 or lisadrzal@gmail.com


The CPLA provided grants to various organizations within the community in December 2015.  The money that was donated provided much needed services within the community through four different agencies located in Blair County, PA.



The CPLA members give back to the community through our Grant Program.  Grants are provided to various types of community organizations for the betterment of our community.

If you would like to apply for a grant for your organization, please download and fax the grant application by December 1, 2015.  All grant applications are reviewed by the board and awarded by December 15th.


Bill Kitt, President of the CPLA participated in the Housing in Blair County - Taking Back Our Neighborhoods cable access show.


An Act amending the act of October 27, 1955 (P.L.744, No.222), known as the Pennsylvania Human Relations Act, further providing for findings and declaration of policy, for right to freedom from discrimination in employment, housing and public accommodation, for definitions, for unlawful discriminatory practices and for powers and duties of the commission.
Essentially this bill is protection from unfair and discriminatory housing practices against students. 
This bill is sponsored by Representative Helm.  This bill was referred to the Labor & Industry Committee.

An Act amending Title 53 (Municipalities Generally) of the Pennsylvania Consolidated Statutes, in preemptions, providing for protection for victims of abuse or crime.

This bill, if passed, will prevent municipalities from passing nuisance ordinances that penalize tenants and landlords when police are called to respond to an incident at the property. 

The prime sponsor of this bill is Representative Stevens.

Wilkes-Barre has instituted an ordinance that some say are infringing on our constitutional rights and endangering tenants. 




A new Pennsylvania law requires landlords to install carbon monoxide detectors in homes that use fossil fuels for heating.  This law takes effect immediately.

An Act amending the act of April 6, 1951 (P.L.69, No.20), known as The Landlord and Tenant Act of 1951, further providing for disposition of abandoned personal property.

This bill, if passed, will not require landlords to seek court documents in order to dispose of property abandoned by a tenant.

This bill is sponsored by Representative Petri and is currently referred to Urban Affairs.  A Public Hearing on March 10, 2014 and voted on March 11, 2014 is scheduled for this bill.
